Overnight Concrete Work on Hull Street Bridge
With the ongoing work on the Hull Street Overpass in Clovis, some specialized construction procedures will be taking place next week that will require crews work overnight. Night time operations next Tuesday and Thursday evenings will have workers using overhead lighting in order to pour concrete both nights. Those pours will take place between 8 PM and 6 AM. The City Engineer said that the reason nighttime pours are needed is that they are using high performance concrete and the reduced air temperatures aid in the placement of the concrete itself. Crews will be applying concrete to form the bridge deck on the overpass.

Magistrate Candidate Resigns
A resignation has caused the Roosevelt County Democratic Party to call for a special meeting in order to find a replacement candidate in the upcoming general elections. Delores Penrod, Secretary for the local party, announced that Charles Perez, a candidate for Magistrate Judge, resigned and caused the vacancy that needs to be addressed. Perez reportedly resigned in order to address some educational goals by returning to school. As such, the organization will hold a special meeting tomorrow evening at the Memorial Building in Portales to fill the vacancy. That meeting will take place at 7 PM.

Air Force Calls for Environmental Assessment
The Air Force is evaluating the potential environmental consequences of establishing a low altitude tactical navigation area- or LATN- and is seeking public input to prepare an Environmental Assessment. The LATN would actually be in northern New Mexico and Colorado, however as it would involve training by units at Cannon Air Force Base, the environmental assessment would include this area as well. The official press release states that the proposed area for the LATN was selected due to the varied topography that can be found in the northern part of the state, weather, proximity to Cannon, and lack of large civilian populations. Realistic training for those as Cannon Air Force Base would enhance the 27th Special Operations Wing’s ability to provide air combat support and would sustain combat-ready crews for deployment.

Evidence to be Presented to Grand Jury
A special grand jury is expected to be impaneled this month so that information may be presented in reference to the two homicides that have occurred within Bailey County in the past two months, that's according to the information from the Muleshoe Journal. The first homicide occurred in the early morning hours of July 4th at which time Rolando Saucedo, Jr was shot. Two suspects, Daniel Mendoza, 20, and Michael Garcia, 25, were arrested on July 12th on charges of first degree felony murder. Both suspects are being held in the Parmer County Jail, with their bond set at $250,000. The second homicide in question occurred on August 13th and involves the death of Benny Martinez, Sr, 42. No arrests have been made in conncection with this incident though police officials report that they do have a person of intrest identified.

City of Clovis Hosting Public Meeting
The City of Clovis will be holding a public meeting one week from today with the purpose of discussing major projects/purchases that should be included on the City's Infrastructure and Capital Improvement Plan. The ICIP is a document that must be revised each year showing the major projects that the city hopes to accomplish within the next five years. Major projects are defined as ones that exceed $15,000 and are a one-time cost. These projects must also fall under the responsibility of local government and not be related to private businesses. This meeting will be taking place at 10AM in the North Annex of the Clovis- Carver Public Library.

Melrose Hosts Groundbreaking Ceremony
After years of hardwork and the support of a community, the Village of Melrose broke ground on Wednesday morning for their new health clinic. The project is being funded through a Community Development Block Grant in the amount of $500,000 that was awarded to the Village of Melrose and Curry County,who partnered together for this project. In his speech during the event, County Manager Lance Pyle gave a brief history of this project and how it came to fruition as well as how important this project is for the community. The clinic will be run by La Casa de Buena Salud who will be offering a variety of services to the residents of Melrose and the surrounding community. The clinic is being built by local contractors, Griego and Sons and the expected completion date for the clinic is January 2011.

The project is being funded through a Community Development Block Grant in the amount of $500,000 that was awarded to the Village of Melrose and Curry County,who partnered together for this project. In his speech for today's event, County Manager Lance Pyle gave a brief history of this project and how it came to fruition as well as how important this project is for the community. Senator Stuart Ingle was also on hand for the ceremony and was instrumental in helping secure funding. The clinic will be run by La Casa de Buena Salud. Seferino Montano, executive director of La Casa, explains the services that will be provided at the clinic.
The clinic is being built by local contractors, Griego and Sons and the expected completion date for the clinic is January 2011.

Literacy Day Proclamation Made by Governor
Governor Bill Richardson was in the local area this afternoon in order to present a funding award to a department at Eastern New Mexico University. Richardson has been a supporter of education within the state, and recently issued a proclamation declaring next Wednesday- one week from today- as Literacy Day in New Mexico. This is good news for the Curry County Literacy Council at Clovis Community College. The organization offers free one-on-one and small group tutoring at the Adult Basic Education Department at CCC. The Curry County Literacy Council is part of the New Mexico Coalition for Literacy, who has provided training and support to over 25,000 volunteer tutors in the past twenty-three years, who have in turn provided over 2 million hours of instruction for the adult students they have served.

AP: Democrats First on Ballot
At each general election in New Mexico, it is a matter of chance which party’s political candidates will be listed on the ballot first. This time, according to the Associated Press, Democratic candidates will lead the order on the ballot, followed by Republicans. In the past, some candidates for office have felt being first on the ballot provided and advantage. Election Day this year will be on November 2nd.

Clovis Voters Vote in Favor of School Bond
Clovis voters went to the polls on Tuesday to cast ballots on whether or not to pass a $16 million bond issue. And the resounding answer from the voters was that, yes, 63 percent voted in favor of passing the School Bond. Terry Meyers, Clovis Schools Superintendent, expressed last night that he was very pleased about the passage of the bond. With the passage of the bond, officials will now be able to move forward in building two new schools, adding additional classrooms to five of the districts schools and as well as providing ancillary services. Meyers went on to say that the passage of the bond tops off what he has said about folks in Clovis being in support of the children even in tough economic times and that this is the time to pull together, jump on board and support the children.

Melrose Breaking Ground for Health Clinic
Some good news for the Village of Melrose. Today marks the start of the next phase in bringing the health clinic to the village. A groundbreaking ceremony is scheduled for nine o'clock this morning at the corner of Main Street and Higby. Curry County has been awarded the funding that will be used for the construction of the facility. At a recent County Commission meeting, the contract for construction of the facility was awarded to a local contractor. Construction of the facility is set to begin in the near future.

Labor Management Board Meeting Today
The Labor Management Relations Board meeting is scheduled to be taking place today in Clovis. Items of business that are scheduled to take place during the meeting include the nomination and appointment of a new chairman and the review of duties and responsibilities of the LMRB. This meeting will be taking place at 4PM in the Clovis Municipal Schools Board Room.

Governor Visiting Area on Thursday
Governor Bill Richardson will be bringing the proverbial checkbook with him during his visit to Eastern New Mexico University on Thursday. The governor is presenting $125,000 to the university's digital cinema arts program at the Music Building during his visit later this week. Neil Rutland, director of ENMU's Digital Cinema Arts Program, said that the funds will be used for new cameras, lighting and sound equipment.
